While the government is keen to see volunteers running libraries the County Councils also need to support the volunteer-run libraries. I have just been down to my local volunteer-run library to find its stock is poor. Some years ago my County Council decided to institute volunteer-manning of the village library. About three years ago the County Council stopped supplying stock to the library on a regular basis. So now its stock is provided by donations. Without a good stock it will be difficult to attract new users and current users will get bored with the stock - a sure way to slowly kill off a volunteer-run library.
I trust this is not the way newer volunteer-manned libraries will be encouraged.
